Travel Documents

 If you plan to travel outside of the United States and reenter, you need a travel signature on your I-20 or DS-2019. Your I-20 or DS-2019 should have a signature within 12 months of the date you plan to reenter. If you are on OPT, the travel signature date should be within 6 months of the date when you reenter.

To request a travel signature,  you can visit us in person during our normal business hours and pick up the signed I-20  or DS-2019 in 2 business days. You can also request an electronic I-20 with an updated travel signature using the Travel Signature Request Form in the ISS Forms Library .  Both are completely valid options for international travel.

In order to reenter the U.S., the following documents are required :

  • Passport, valid at least 6 months after your date of entry into the U.S.
  • Valid visa (some exceptions exist for travel to Canada, Mexico, and adjacent islands. See  information about Automatic Visa Revalidation and speak to an ISS advisor for more details.)
  • I-20 or DS-2019 signed for travel in the past 12 months
  • If you are currently on OPT, your EAD card
  • If you are currently on OPT, proof of employment is required if you are able to provide it (this can be a letter from your employer stating that you are currently employed, an offer letter if you have not yet started the employment, and/or pay stubs)

Do not pack the above documents in your luggage. Carry them with you at all times.

The following documents are also helpful in verifying your activities as an F-1/J-1 entering the U.S. if an immigration official questions your student visa status, and therefore are also recommended for travel:

  • Transcript of coursework (See your Self Service Carolina account to print an unofficial transcript)
  • Financial certification (bank statement, assistantship letter ,etc.)
  • I-901 SEVIS Fee Payment Receipt
  • Printout of current and future enrollment (your class schedule)
  • If you are on OPT or CPT, a letter from an employer acknowledging the travel and your salary amount.

Conference Travel

The magellan voyager award.

  • up to   $350 per recipient   for travel expenses to present research
  • for travel to regional and national meetings
  • can cover airfare, mileage, lodging, and/or registration
  • all USC system campuses and all disciplines are eligible to apply 

2024-2025 Award Cycles

For the 2024-2025 academic year, we anticipate a large number of applications. This will likely result in a lower percentage of funded applications compared to previous years.

Applications for travel grants are accepted in four cycles each year. Applications are reviewed the week following the application cycle and students are notified of award status following review.

*Note: applications submitted outside the designated application period will not be considered. 

Eligibility

You must be: 

  • a USC degree-seeking undergraduate (all campuses, disciplines, and academic years are eligible)
  • traveling prior to your graduation to present research at a regional or national conference (not to conduct research or attend/network only; does not include Discover USC) 

In addition: 

  • Funding is not guaranteed. If awarded, the maximum amount of $350 is also not guaranteed. Be sure to clearly articulate how all travel expenses will be covered, regardless of award outcome. 
  • Preference will be given to applicants with no other funding options and who have not previously received conference travel funding.
  • If you are eligible for funding through a university community to which you belong, you must apply for that funding and indicate so in your Magellan Voyager application. This includes, but is not limited to, LLCs, academic colleges and departments, and specific campuses.
  • If you received a Magellan Scholar grant with conference travel budgeted, you must also indicate so when applying for the Magellan Voyager.

Application Process

  • a narrative (500-word maximum) describing why you want to attend the conference, how you expect to benefit from the event and how attending will impact your future plans
  • a completed budget grid outlining all anticipated expenses and funding sources
  • a copy of your abstract or summary of your project (should include the title and authors, or equivalent)
  • proof of abstract submission and acceptance (if received) [copy of your submission page or email from conference]
  • Please note: you must use the Magellan Voyager application template above for your application to be considered.

Complete the Magellan Voyager application during the appropriate application period. Applications submitted outside the application period will not be considered. You will be required to submit the completed Magellan Voyager application document when submitting the application.

If you are awarded the Magellan Voyager: You will be required to submit confirmation of your abstract acceptance to the conference to [email protected]

Student Limit

Due to limited funds, preference will be given to students who have not previously received conference travel funding. Students will be eligible to receive the Magellan Voyager award no more than once per academic year. 

Mentor Limit

Due to limited funds, a maximum of $350 per fiscal year may be awarded to students working with a single faculty member. 

Conference Limit

Support awarded toward a single conference during a fiscal year cannot exceed $1,050. 

Allowable Travel Expenses

Keep in mind the maximum amount you can request is $350, and this award is processed as a reimbursement following travel.

Airfare and ground transportation Airline tickets can be purchased online by you, your mentor, or a family member.

In some cases, airline tickets purchased prior to receiving the Magellan Voyager award can be reimbursed, although this is not guaranteed.

Ground transportation to and from the conference site is an allowable expense.

Mileage (if using a personal car) We will reimburse you for mileage using the university rate if all the following apply: 

  • you use a personal vehicle
  • the meeting is more than an hour from Columbia

Transporation to a destination should be by the most economical and practical means. For a round trip that is less than 500 miles, motor vehicle transportation is considered best. 

Lodging We expect that you will stay in the same location as other members of your group. We assume you will stay in safe but economical accommodations. Your lodging costs must conform to the maximum lodging rate established for the location by the U.S. General Services Administration.

Registration fees If the conference reduces or waives registration fees for students, you must choose that option. 

We will not pay late registration fees. 

  • Keep your receipts! They are required for reimbursement.
  • Return your receipts to our office within five days of returning from your conference, or you may be denied reimbursement.

You must acknowledge our office on your poster or in your talk: "Travel partially supported by the USC Office of Undergraduate Research Magellan Voyager travel award."

You must complete pre-travel paperwork with OUR: OUR will contact you to complete pre-travel authorization. This must be completed prior to travel to be eligible for reimbursement. 

You must submit receipts within five days of returning:  Receipts not submitted within five days of returning from the conference may not be eligible for reimbursement.

To help education policymakers and practitioners respond to the post-pandemic absenteeism crisis in the nation’s schools, FutureEd and Attendance Works have expanded their Attendance Playbook to reflect schools’ realities during and after the pandemic. The new analysis includes more than two dozen effective, readily scalable approaches covering topics ranging from family engagement to the value of attendance incentives, as well as students’ social and emotional well-being, a high priority for educators post-pandemic.

Chronic Absenteeism - SC Department of Education

Beginning with the 2017-18 school year, a new definition of “absent” will be used to identify students who are chronically absent. As part of the implementation of the Every Student Succeeds Act, districts and schools are required to report to the South Carolina Department of Education the number of students who are chronically absent each year. The South Carolina Department of Education outlines what levels of absenteeism qualify as "Chronic Absenteeism."

Center for Global Health now accepting student and trainee travel grants

Medical University of South Carolina students and trainees can now apply to receive funding to support their global health fieldwork for the coming year.

The MUSC Center for Global Health is now accepting applications for its student and trainee global health travel grants . Providing funding of up to $2,000 to support international travel to low- and middle-income countries, the awards help recipients in furthering their global health service learning and training in an array of communities abroad.

Annually, the Center for Global Health receives dozens of applications for travel grants for projects that span colleges across campus. The projects have included fieldwork in countries such as Mexico, Kenya, Nicaragua, Tanzania, and many others.

To be considered for a travel grant, interested individuals must submit a proposal outlining the learning objectives they hope to achieve, and the activities planned while abroad and include a one-page personal essay about their motivation to pursue the global program, a budget, letters of support and a current resume. All individuals seeking a grant must plan to use the funds within a year of receiving the award.

In addition to the funds provided to support their travels, students and trainee grant recipients also have access to free resources from the University’s travel, health and security assistance provider, International SOS , as do all individuals traveling abroad while representing MUSC. The company offers 24/7 access to medical and travel assistance, emotional and mental health support and security advice while abroad.

Students and trainees are required to comply with the MUSC international travel policy , including requesting review and approval via the MUSC Travel Registry .

The deadline to apply for a travel grant during the fall application cycle is Monday, Oct. 21, 2024. The anticipated earliest award notification date will be November 8. Southern Wesleyan University, Central

This beautiful south carolina campus in the roper mountain range offers a full golf driving range, open to the public at any time.

Southern Wesleyan University is a private, Christian institution in Central, South Carolina. Founded in 1906, the school sits within the Roper Mountain range. Wofford College, Spartanburg

The Main Building , designed in the Italianate style by Edward C. Jones, stands as the heart of the campus center. Accordingly, every student that attends Wofford College has a class in the Main Building, and inside the historic building sits the College Bell, purchased in 1854 from the Meneely Bell Company . In addition to indicating the time on campus, this bell rings three times for each student: when they initially enter as first-year students, the second time at their graduation, and the last time on All Saints Day.

Another notable facility is the Burwell Building . First established in 1969, this building constitutes Wofford College's main dining hall. The glass facade of the building allows for an inviting layout, adding to the structure's beauty. Moreover, this establishment staged the first Wofford College Theater Productions in the Montgomery Room .

Converse University, Spartanburg

Be transported back in time while walking through this beautifully gothic campus adorned with regal, neoclassical architecture.

With its Gothic and neoclassical architecture, Converse University is a picturesque institution for those wishing to study in Spartanburg, South Carolina. Established in 1889, Converse University originally allowed only female students, but the institution has admitted men since 1964 .

Its most notable building, Wilson Hal l , rises above the university. The beautiful Gothic, neoclassical structure is home to admissions, financial planning, and other administrative procedures. Established when the university came to fruition, Wilson Hall previously housed the entire student body population.

To the right of Wilson Hall, facing the building, is Twitchell Auditorium at the Zimmerli Performance Center. The 1,489-seat auditorium puts on concerts, grand announcements, and even opera performances.

The quad is situated behind Wilson Hall and provides an open, green landscape for students to enjoy the outdoors. Many student activities are hosted in this area, including movie nights. Additionally, near the college is Morgan Square , a quaint city center filled with the history of Spartanburg.

Charleston Southern University, North Charleston

Visit charleston southern university, which offers south carolina's only aeronautics program, and discover its reflection pool surrounded by beautiful foliage.

The 300-acre scenic campus is home to nearly four thousand students nationwide. Charleston Southern University is only fifteen minutes from downtown Charleston and thirty minutes from the state's gorgeous beaches.

Clemson University, Clemson

University Of South Carolina Beaufort, Beaufort

The university of south carolina has three beachside campuses in bluffton, hilton head island, and beaufort, the latter of which is arguably the most beautiful with its buildings with decadent columns and fountain.

USCB's Beaufort campus offers a Center for the Arts , where the institution hosts exhibitions, art showcases, musical ensembles, theater performances, and movies for its students and faculty. Sea Islands Center Gallery is another USCB program that illustrates works of visual art by students, faculty, and recognized artists from around the country.

For grant related transactions (payment request, expense report, requisition, etc.) The PI and all Approver 1s on the award’s project team must approve the transaction. This is required verification that the charges are true and accurate for the Notice of Award under penalty of law.  If a PI plans to be out of the office, it is very important they designate someone as an Alternate User ID in their absence using the My System Profile page in the PeopleSoft Finance system.

Meals & Incidental Expenses (M&IE) rates and breakdown

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include "all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

Meals & Incidentals

The separate amounts for breakfast, lunch and dinner listed in the chart are provided should you need to deduct any of those meals from your trip voucher. For example, if your trip includes meals that are already paid for by the government (such as through a registration fee for a conference), you will need to deduct those meals from your voucher. Refer to Section 301-11.18 of the Federal Travel Regulation for specific guidance on deducting these amounts from your per diem reimbursement claims for meals furnished to you by the government. Other organizations may have different rules that apply for their employees; please check with your organization for more assistance.

This column lists the amount federal employees receive for the first and last calendar day of travel. The first and last calendar day of travel is calculated at 75 percent.

Live Map: Track the path of Hurricane Francine

MORGAN CITY, La. (AP) — Francine weakened Thursday after striking Louisiana as a Category 2 hurricane that knocked out power to hundreds of thousands of utility customers, sent storm surge rushing into coastal communities and raised flooding fears in New Orleans and beyond.

As the system moved inland, crews began clearing roads and restoring electricity while neighborhoods and businesses started cleaning up the mess. There were no reports of deaths or injuries, Gov. Jeff Landry said.

“The human spirit is defined by its resiliency, and resiliency is what defines Louisiana,” Landry told a news conference. “Certainly there are times and situations that try us, but it is also when we in this state are at our very best.”

At the storm’s peak, 450,000 people in Louisiana were without power, based on numbers reported by the Public Service Commission. Many of the outages were linked to falling debris, not structural damage. At one point, around 500 people were in emergency shelters, officials said.

“The amount of money invested in resilience has really made a difference, from the power outages to the number of homes saved,” said Deanne Criswell, the administrator of the Federal Emergency Management Agency, who attended the governor’s news conference.

The storm drenched the northern Gulf Coast. Up to 6 inches (15 centimeters) of rain was possible in parts of Mississippi, Arkansas, Tennessee and Georgia, with up to 10 inches (25 centimeters) possible in parts of Alabama and Florida. Flash flooding threatened cities as far away as Jackson, Mississippi; Birmingham, Alabama and Memphis, Tennessee.

Though far from the Gulf, a jury in Memphis was sent home early in the trial of three former police officers charged with civil rights violations in the beating death of Tyre Nichols. U.S. District Judge Mark Norris blamed the remnants of Francine, saying he wanted to spare jurors from worrying about the weather and getting distracted.

By late Thursday afternoon, the National Weather Service declared Francine a remnant low-pressure system or “post-tropical cyclone.” The center of the system was about 90 miles (145 kilometers) south of Memphis.

Meanwhile, Tropical Storm Ileana formed Thursday in the eastern Pacific Ocean, prompting officials in Mexico to post a tropical storm warning for the Baja California peninsula, according to the hurricane center. The storm was about 240 miles (385 kilometers) southeast of Cabo San Lucas, Mexico, with maximum winds of 40 mph (65 kph) and moving northwest at 9 mph (15 kph).

Francine slammed the Louisiana coast Wednesday evening with 100 mph (155 kph) winds in coastal Terrebonne Parish, battering a fragile coastal region that has not fully recovered from a series of devastating hurricanes in 2020 and 2021. The system then rushed toward New Orleans, lashing the city with torrential rain. The city awoke to widespread power outages and debris-covered streets. Home generators roared outside some houses.

Rushing water nearly enveloped a pickup truck in a New Orleans underpass, trapping the driver inside. A 39-year-old emergency room nurse who lived nearby grabbed a hammer, waded into the waist-high water, smashed the window and pulled the driver out. It was all captured on live television by a WDSU news crew.

“It’s just second nature I guess, being a nurse, you just go in and get it done, right?” Miles Crawford told The Associated Press in a telephone interview Thursday. “I just had to get to get him out of there.”

He said the water was up to the driver’s head and rising. Crawford told the man to move to the back of the truck’s cab, which gave him more room, and since the front end of the pickup was angled down, into deeper water.

“I wasn’t really questioning whether I should do it — it was just who is going to get it done,” he recalled, adding that he never caught the man’s name.

Elsewhere, news footage from coastal communities after Francine’s landfall showed waves from lakes, rivers and Gulf waters thrashing seawalls. Water poured into city streets in blinding downpours. Trees bent in the wind.

Along Bayou Pointe-au-Chien, on southern Louisiana’s coast, homes were spared the worst of the storm surge by a robust levee system and floodgate. Even so, white cap waves formed in the bayou and smashed against the home where Debra Matherne sheltered with her father.

“The house started rocking and I’m like ‘Oh, I hope it stays on the pilings,’ said Matherne, 66. The damage to their home was nothing major, just blown out screens, “but it sure to hell was scary.”

Elsewhere, sheriff’s deputies helped evacuate dozens of people, including many small children, who were trapped by rising water Wednesday evening in Thibodaux. Lafourche Parish Sheriff Craig Webre said deputies also rescued residents in the Kraemer community.

As the sun rose in Morgan City, about 30 miles (50 kilometers) from where Francine made landfall, residents gathered tree branches that were strewn across their yards, where water rose almost to their doors. Pamela Miller, 54, stepped outside to survey the damage after a large tree fell on the roof of her home.

“It was a really loud noise, a jolt,” she said. “Luckily it did not go through the roof.”

The sixth named storm of the Atlantic hurricane season, Francine drew fuel from exceedingly warm Gulf of Mexico waters.

In the Louisiana town of Ashland, 73-year-old Wilson Garner stood on the steps of a FEMA trailer he has lived in since his previous home was destroyed by Hurricane Ida in 2021. He has been trying for years to get enough money to fix up the old place. The $1,000 monthly rental stipend from FEMA is not enough for him to move, he said.

“You find a place for $1,000, man, you’re very lucky,” he said. “We just haven’t had no success. Where am I going to go? I don’t know.”

Tracking Tropical Depression Francine

Francine was a tropical depression over Mississippi Thursday morning Central time, the National Hurricane Center said in its latest advisory .

Where has it rained.

Tropical cyclones typically drop large amounts of rain along and near the storm's path. The slower and more significant the storm’s size, the higher the likelihood of higher rainfall totals. Some storms can drop well over 30 inches of rainfall, like when Hurricane Harvey dropped over 60 inches near Nederland, Texas, in 2017.

What does the storm look like from above?

Satellite imagery can help determine the strength, size and cohesion of a storm. The stronger a storm becomes, the more likely an eye will form in the center. When the eye looks symmetrical, that often means the storm is not encountering anything to weaken it.

Francine is the sixth named storm to form in the Atlantic in 2024.

In late May, the National Oceanic and Atmospheric Administration predicted that there would be 17 to 25 named storms this year, an above-normal amount .

This season follows an overly active year, with 20 named storms — including an early storm later given the official name of “Unnamed.” It was the eighth year in a row to surpass the average of 14 named storms. Only one hurricane, Idalia, made landfall in the United States.

Typically, the El Niño pattern that was in force last season would have suppressed hurricanes and reduced the number of storms in a season. But in 2023, the warm ocean temperatures in the Atlantic blunted El Niño’s usual effect of thwarting storms.

The warm ocean temperatures that fueled last year’s season returned even warmer at the start of this season, raising forecasters’ confidence that there would be more storms this year. The heightened sea surface temperatures could also strengthen storms more rapidly than usual.

To make matters worse, the El Niño pattern present last year is also diminishing, most likely creating a more suitable atmosphere for storms to form and intensify.

Hurricanes need a calm environment to form, and, in the Atlantic, a strong El Niño increases the amount of wind shear — a change in wind speed and/or direction with height — which disrupts a storm's ability to coalesce. Without El Niño this year, clouds are more likely to tower to the tall heights needed to sustain a powerful cyclone.

The actual areas that could become flooded may differ from the areas shown on this map. This map accounts for tides, but not waves and not flooding caused by rainfall. The map also includes intertidal areas, which routinely flood during typical high tides.
